Introduction

Under the Health and Safety at Work Order 1978 and Article 31 of the Road Traffic Regulation Order (Northern Ireland) 1997, It places a duty on employers to ensure that their works are adequately signed, lit and guarded by competent persons to a required standard. The required standard for local authority work outside of the New Roads and Streetworks scheme is the National Highway Sector Scheme 12. This scheme is a strong recommendation within chapter 8 Traffic Signs Manual as a national training scheme of competence. The National Highway Sector Scheme 12D for urban and rural roads is broke down into units of competence for different highway situations.

All persons needing to become a Registered traffic Management Operative (RTMO) as described in the Sector Scheme Document 12D

Course Pre-requisites

Learners wishing to obtain NHSS 12D Operative RTMO status new to the traffic management industry must complete the TTMBC course described in the NHSS 12D document.

Course Qualification

Certificate of training issued and valid for 2 years and is not proof of competence. Card will be issued upon completion of written and practical assessments on competence with M1/M2 category added.

Refresher Training

5 Years until refresher is required (training day only)

Course Venue

HSCT Facilities – 50 Nuttscorner Road, Crumlin, BT29 4SQ

Other approved venues for training and centre based assessments.

Live assessments will only be conducted on roads with approval from the road authority

Course Duration

1 Day training completing T1/T2 element.

1 Day centre based assessment.

1 Live assessment on the installation of temporary traffic signals 2-way (2 weeks after CBA)

1 Live assessment on the installation of a stop and go system (2 weeks after 1st live assessment)

Course Size

12 candidates per instructor maximum

6 candidates maximum per assessor for centre based and live assessments.

Course Assessment

Following completion of the 12D T1/T2 training course the learner can obtain full Operative status (TM card) by completing a set of on and off site assessments as prescribed in the Sector Scheme document. The assessments must be completed within a two year period starting from the date of passing the training.

On site assessments

Each learner must be assessed individually – whilst undertaking traffic management operations, including assessment of capability, unregistered Traffic Management Operatives shall at all time’s be supervised by an appropriately registered Traffic Management Operative on a one to one basis.
Minimum competency requirements for gang sizes as recommended in the NHSS12D Sector Scheme document must be maintained whilst assessments are being carried out.
